Preble County, Ohio County Commissioners February 17, 2010 Meeting audio and review
Preble County Pork Festival - Agricultural Society Issue Continues
This meeting opens with a prayer by Preble County Commission President Bob Stonecash for the Pork Fest & Ag Society to have some common sense. Sooo… if you are wondering if the two groups had patched things up and joined together for the good of Preble County… the answer would be “no” as of Wednesday, February 17, 2010.
There was a 9:00 a.m. meeting with Joe Kimball, Steve Unger and Katie Worthington scheduled in about the Fairground Lease Agreement. That did not happen; Mr. Kimball was unable to get out of his driveway due to snow.
Bob read a letter from Gray Bennett (see below) and receipt was noted by the commissioners. The Pork Fest apparently installed deadbolt locks and automatic garage doors at the Expo building and planned to lock the building on February 13, if documents listed in their February 1, letter had not yet been provided. Commissioner Stonecash then provided a timeline of events through February 16. At that point Katie Worthington informed about a meeting the Pork Fest had held the night of February 16. The Pork Fest, against the advice of their attorney had decided to go ahead and unlock the building now that they have all the permits and the insurance information.
The bone of contention continues to be reasonable and customary use of the building. All though the building has held tractor pulls the last few years, those events were prior to concrete being put down. Commissioner Day voiced opinion that the Pork Fest did not want dirt on the floor and that wou

Hello,
My name is Dayna Conway and I live in New Paris, Ohio. I had recently went to the dumpster for recycling to drop off my recycling matierials and I was surprised to see that it was not there. If I read what is true it seems as though the dumpster has been taken away from New Paris. I am horribly offended about this, more so becuase I was not informed of the issue. I saw that someone had discussed this issue with Neal Hoffman. My question for those involved with this decision is this, "Why was the community not educated about the proper use of the dumpster?" The dumpster itself could have been moved to a more secure location.
I feel that the removal of the dumpster was a hasty and unfavorable move for New Paris, Ohio. I come from the east coast; I have recycled since I can remember. I remember in kindergarten, we as children, were educated on recycling and the proper disposal of. Does the county feel that its citizens of New Paris, Ohio are hillbillies? That we can not be educated on such issues?
Please do not punish those who want to recycle in New Paris, Ohio. We have no other means to do so. I have called several recycling facilities. I get the same answer; they say sarcastically, "Oh, we don't have recycling options in that area." WHY NOT, I ask .
It is time we become more respectful of our surroundings and future.
Sincerely,
Dayna Conway, RN, BSN
Hello Dayna,
"It is time we become more respectful of our surroundings and future." Dayna Conway
Good words.
The problem was garbage being dumped in the bins. I think people know better but it was still done.
Have you contacted Tish Plaugher at the county level? Let me know how that goes.

Hi Jeff,
Yes, I have contacted her office multiple times. Recently, I have left two messages to contact me back. I have not heard anything from her office. Frankly, it's just down right disappointing there is not more options.
I understand people were throwing trash in the dumpster. I would assume it would be a wiser decision to do curb side pick-up, like bins, but I have researched this is costly. What do you do with a lack of options??? I have contacted several businesses, but they say the same thing.
Is there grant money available from the state or federal level for recycling programs? There has to be something else we can do. I have family that live in the boondocks of CA…literally in the middle of nowhere and they still do curbside assistance for them.
The only other option I would throw out there would be to possibly increase awareness to what can be thrown out and what can't. Are there fines involved with dumping unsuitable material into the bins we can use as a "scare tactic" to ward off "unfavorable" items? I don't know. I would just like something I can use. I cannot throw out my plastics and alumminum; I just can't.
Thank you for your time,
Dayna Conway, RN, BSN
Ok, I forwarded this exchange to a friend of hers.
I have major issues with public officials not even taking the time to respond even if it means they have to say they can’t help. Have you contacted any county Commissioners or the EPA? I was a bit dismayed that David Wesler did not push for a better solution but then there may have already been a number tried. Have you tried Mary Jane Thomas? I remember that move to Kentucky remark and wondered if anyone would notice it.
Tish Plaugher had a meeting scheduled with the New Paris Council for April 5.
This is from the March 17, meeting. (You probably have already seen it)

Tish -had talked to Neil Hoffman and it would cost New Paris about $60,000 a year for the residents to have curbside. They would charge about $2.95 per house hold. The Village of New Paris does not want to charge the residents. They think if they charge if they charge the residents then the residents are not going to be as willing to participate in curbside. So after speaking to him, they are looking at the possibility of actually doing it themselves, using their men. Basically the same way that Lewisburg does. So when I go in April that is what we are going to discuss, the possibility of their men doing it in their village. They had actually had a newsletter at one time and now they have a newsletter that was started back up.
Hi Jeff,
Okay, yes, I did see that file. I didn't however see that it would only cost $2.95 for every household. Seriously, that is pocket change. But I do understand some individuals (Lord only knows how it was for me is school) may not be able to offered that, or have better means to use it. I wonder if Neal Hoffman had thought about asking the residents how they felt about it. I wonder if this will be accessable to those in New Westville. It looks like I just might have to schedule a meeting with the council. Lord only know how that may go, I might have to do my own research first!
Thank you so much for your time. You have been a blessing, Jeff!
Sincerely,
Dayna Conway, RN, BSN
Good luck with it. If they (New Paris officials or anyone else) wants to deny those numbers, the audio is still online and those file links are active. The audio used is the official record of County Commission meetings.
It is a shame it came to the bins being removed and a few can ruin it for all.
Good Luck.
